What Charles is saying is that whenever other groups are up to receive resources, we as blacks aren't given anything. But it's a collective when it comes to getting resources for blacks. It becomes people of color and blacks have to share whenever we receive anything but other groups don't have to share with blacks when it's their time to receive anything. So it makes sense.
